    I recently bought the Mafia 1 definitive edition and playing it through made me want to play the 2nd again. so i went looking through my game library to find it only to find it was not there yet if i go to my old xbox 1 i have it still installed upon i
    can access and play it. why can i no longer download the mafia 2 game to my primary xbox

    That game is not currently backwards compatible so it can't be played on the One. You can find a list of backwards compatible games here

    If it's not backwards compatible (and this game isn't) then no, it won't work. You can view the backwards compatibility list
    here. If a game is not on that list, you can't play it on an Xbox One.

    If you purchase an Xbox 360 Game that is
    compatible with Xbox One, you will be able to access the content on the Xbox One. Unfortunately, that game is not in the backwards compatible library.
