Can't access network settings

Can't access network settings
For some reason, I can't access my network settings whatsoever, giving me the error screen shown above. I can connect to Xbox live but only automatically through a saved network. I checked the error code but seemingly doesn't exist in the support website.
I use a wireless connection. Help would be very appreciated

I brought my xbox one to my cousins and connected it to his wifi and I was working then when I brought it home it wouldn't connect and I couldn't access the network settings I brought it back to his house and it worked fine brought when I came home it did
the same thing how do I fix this?
