Can't access my paid for content

I purchased fallout 3 on my new account but I can't access the add ons I already bought on a different account that got banned and can't access anymore but it show I have it in my xbox's memory.

Cannot download season pass content

I bought the season pass for Forza Horizon before it was delisted, but I've only come around to playing the game recently, thinking I was on the safe side having bought the pass earlier and therefore having access to all the content.

However, I can't access any of the content, as the game won't let me connect to the marketplace and download the conent that I've paid for. The extra cars and the Rally expansion aren't available in my game menu either, just the season pass.

I can understand that you can't put the game up for sale any longer because of licensing issues, but at least make the content available to the ones who have actually paid for it! I now have bought a season pass for full price that I can't use at all!

What the Hell? Why pay the money if you can't keep up your end? MS put all this fuss about the xbox being a media center and you can't get your paid content to load on time. Where is Episode 9? I swallowed the fact I have to wait 2 days but now its not even
showing up.

I can access it online... but only on Internet explorer... with silverlight. WHY CAN'T I get it on my xbox where I paid for it?!

 

If you had ever switched consoles since you purchased those add-ons, you would need to perform a license transfer in order to be able to access the content on your new account. But since your old account is banned you won't be able to sign into that account
to perform a transfer. You'll need to purchase the content on your new account if you want to play it.
