Cant access games or movies purchased with no internet

We had our internet turned off at our house. We were told that we could still play the games and watch the movies we purchased thru our Xbox One but we can't. We were told to take it somewhere there is internet and go to Settings to have the "Offline"
option turned on and we did it but its still not working. Any ideas on how to get our games and movies available to watch and play?

If it is your home xbox, and you've been online in the last 24 hours or so to ensure the "online check" has been completed, you should be able to use your content.

Just did the soft reset, and manual setup...tried the movie again and now the first thing that pops up is:

Make sure you’re connected to the internet, then try again. If you’re definetly connected, make sure no firewalls or proxy servers are blocking access to online services.

i am definetly connected to the internet, no firewalls or proxies on my router, tried other movies from my library(streamed from the internet) and the trailer itself from my bought Cars 3 movie and everything worked just fine. Tried playing the movie again
after that and now im back to the 0x80190194 error again that is no longer available from the catalog, i cant stress enough that this is the only movie i have ever had this problem with, could it be something with the microsoft servers? Everything on my side
is working just fine

Hi,

Simply sign in your account to the new Xbox or to the Xbox that you want to access your games and movies, make sure your console is connected to internet to sync all your owned game and movie Licenses.

so you cant play games if you aint connected to the internet?

You can play games and watch movies offline. Just tried it.
