Can't access downloaded content for local play.

I have purchased the Season Pass for CoD: Black Ops 2. I've downloaded all the materials available from the in-game store as directed. When I go to play on XBox Live servers I have access to all content, yet when I go to local play I cannot access my previously
accessible content.

You would have to do a license transfer on the accounts that originally purchased the content.

So here the thing:

I had one account and bought several dlc's to TeS: Oblivion. That profile got corrupted so I had to make a new profile.

I bought some more dlc on the new one and played with the dlc owned by the previous account.

Then the red ring stroke and I was sent a new xbox. Troubles starting with the dlc's but I didn't matter cause I played other games at this point.

Recently my girl moved in with me and we moved everything over to her xbox using the wire.

The problem that is:

Some dlc's are playable on one profile and others on the second but on my partners profile no dlc is available for play? I assume this is because it's not the original xbox but how do you fix this?
