Cannot Upload Clips?

To start out, i'm not on my xbox One currently. I've been recording clips using the game bar on PC. Today I took a clip of getting an S rank on a certain challenge in Sonic Generation, went to go upload it... And I got this.

I waited and waited, assuming it had to be an issue with the service. Then I went to go upload another clip i made using the game bar, and... This still showed up. I went and double checked, and all of xbox's 'services' are supposedly active and working
as intended, and I know for sure my privacy settings aren't the problem. (Even double checked that as well, just in case my computer randomly decided to change my settings without my involvement since the first clip i uploaded from PC.)

So all this leaves me to think is that, for some reason, i've been banned from sharing clips. I have NO idea why this could possibly be. The last thing I uploaded was from a couple days ago, a clip of me getting the "Greased Lightning" achievement in SG. I've
gone through and reviewed this clip a couple times, just in case by some curse it picked up something weird from my PC. Not only did I find nothing, but this clip is also still up as far as I can tell, and I have received no notification whatsoever that I've
been punished for whatever i supposedly did.

It's now been a full day since it told me i couldn't upload, and it's still giving me this error message when I try. Am I just never going to be able to upload clips again for a reason I haven't even been told?

Well, it appears I haven't been banned from uploading clips... I also just tried signing out and restarting, and neither of this worked. Also, what do you mean by 'Stored'? Just saved on my device? In that case. I currently only have 2- The first clip
i tried to upload and got denied, and the second that got denied.

Sorry to hear it. If you believe you may have been suspended you can check at https://enforcement.xbox.com. Click the handshake icon to check your status.

If that still doesn't work then make sure that you don't already have too many videos stored. You can also try signing out then back in again or shut your PC fully down then start up and try again.

Sorry to hear it. If you cannot upload to OneDrive then just save your clips to the console. After that you can head over to the Youtube app and upload your clips to your channel from there.

I have been told that at some point during the Hard Line Beta the Upload feature was blocked.

So even if it showed it recorded a clip you can not save or edit and upload any Hard Line clips.

I did manage to upload one to Youtube before this occurred. I cannot see this clip in my activity feed but can see it on the Upload My Clips dashboard. More recent Hard Line clips, I can see on the Upload dash but can't access.

There also seem to be a problem in other games. I recorded by voice command some FH2 clips which displayed and error after I tried to save them while the clip played full screen. If I saved them using the Menu while remaining ion the My Clips dash they seemed
to have been saved ok.

Glactic Geek, you cannot add 5 min clips on top of anything that's over 5 min. Once you create a clip that's over 5 min it will not let you upload it. If you use the multiclip editing option, which gives you the option to put 5 clips in with each other,
the total amount of time still cannot exceed 5 min, AND, it has to have at least 5 clips in it. Can't do any less. Every clip slot has to be full. Stupid.
