Cannot update the Xbox One console (Xbox Developer Kit) after restore factory defaults

I got a Xbox One console from my friend and it's a developer kit machine (there are XDK/Xbox Developer Kit signs on the front), I want to play it as a retail one, so I tried to restore factory defaults.

After restore completed, it did ask me to choose language, network settings, region etc., however, it got stuck at Update section. The console always gives an error like:

There was a problem with the update

You need this update to use your console, but something went wrong. For help, visit xbox.com/xboxone/update/help.

Console ID: (hidden)

Error code: 0x8015DC19 0x00000000 0x00000200

This error seems to be related to development sandbox, but now I can no longer change it from system settings. My question is, how can I complete this update and return to retail mode?

PS, the console OS Version is 17134.5003.amd64fre.rs4_release_xbox_dev_1807.180702-1900

If you're able to access the settings at all. You may want to try clearing the MAC address too. To do that just go to your network settings, click advanced network settings, alternate MAC address, select clear, then reset. Your console will
restart at that point. Or even try a soft reset of the console just go to settings, All settings, System, Console info, Reset keeping games and app.

Thanks for your help! Previously I cannot access settings so I cannot try your solution. Offline update works.

Thanks for reaching out to us in the forums for this particular issue. Sorry to hear that you're having difficulty updating the Xbox console you received from your friend. Since you'd like to play it as a retail console, simply restoring the console to factory
defaults will not take it out of developer mode, but you can get it back there if you'd wish to do so, so no worries!

The Developer Mode Activation App FAQ support page can give you the direct information necessary to get
the console back into retail mode in no time. Give the section titled "I sold my Xbox One and left it
in Developer mode. How do I deactivate Developer mode? " a try and the console should restart into retail mode.
