Cannot sign-in to Xbox One console, Security check timeout hits before I can confirm myself...

So, just to confirm the problem, I connected a spare xbox one console that I have and signed in as myself. I checked the sign-in and security settings and, AGAIN, it says passkey NOT required. I went back to my own console and double checked, and my settings
say passkey required.

This should not be happening! What am I missing?

On Xbox 1, hit your start button, then go to Options, then
Sign-in, security & passkey

There are five levels of security you can set, select one of the higher ones that require a passkey before making a purchase..

If you're having trouble changing your privacy and online safety settings on your Xbox One console, check to make sure you're signed into the Adult account.
(you can sign in online or on your console, but make sure you're signed into the Parent account.)

I stay signed in on the console, it just signs me out if xbox live & I can connect right back. It's continuously checking security then signs out. It's not the console, it happens on other consoles as well
