Cannot send messages to anyone not on my friend list

Just started having this problem about a few weeks ago, Whenever I try to respond to a message or message someone that isn't on my friend list, it says "Cannot send message" over and over again. I've quadrupled checked to make sure my privacy settings aren't
causing the problem(Both custom settings and also made sure my account isn't set to child). I have everything set to allow. My NAT type is also open. I am clueless as to what the problem is.

Friends and Messages

I just recently had the problem with me not being able to go online on my account but it has been resolved. However since recovering my account all friends on my friends list have disappeared, i cannot send messages to anyone, i cannot send friend requests
to anyone and when someone sends me a friend request it doesn't come up. I tried emptying the cache but that gave me nothing.

Is there anything else you could suggest?

Message limit?

Hi, how come I get "This message exceeds the daily limit of messages to people not on your friends list." when I try to send a message to someone on my friend list from the website? Is this a glitch or the website cannot tell who is and isn't on my friend
list?

I'm sorry to see you can't send messages. However, are you currently able to send messages on the Xbox.com Website?:
Xbox | Games and Entertainment on All Your Devices . If this error is currently on the Xbox 360 please try these steps:

1.) Clear system Cache 3-Times(Settings, system, storage, hover-over the hard-drive and click (Y).

2.) Test Xbox Live connection(Settings, system, network).

3.) Re-download Profile

If theses problems still occur after the steps I provided please let us know.

I know that the new rep system on the ONE can limit your communication abilities if your rep goes too low. Do you have an X ONE?

 

I am having the same issue as J Stark.
