Cannot send messages on Xbox one S

It is something about my account that is locking it up. I have tried everything on my end, so it has to be on Microsoft’s end. They even said I had an email linked to it for notifications that I have never had. When asked of they would remove it they said
they couldn’t. Then told me I had to do it. After explaining that no such email even showed up on my end the rep stated he was at a loss and didn’t know what was exactly blocking my account. He said he would continue to look into it and keep in touch, but
he never did.

Thanks for reaching out to us! We appreciate all your efforts in trying to find a solution with us. So, after performing many resets, removing the account, changing the email/password and speaking with support, it allowed us to learn it was the account having
issues? We understand this has been a long process and want to help as best as possible to resolve this.

It was mentioned that other accounts were used and they worked just fine. Our website (Xbox.com) was also used but it did not work and the account reputation is good.

The only thing we can possible think of right now is checking into that email on the account that does not belong to the account. On account.microsoft.com, that email was not listed when you were signed in? Please check the following three pages:

Security basics,
Contact info, and
Profile.

• Under "Security basics" look at the recent activity as well as the "update your security info". It will show the security information on the account currently.
  
• Under "Contact Info" make sure the email listed is only yours. This page allows you to change the best email to reach you at.
  
• Under "Profile" go to Manage how you sign in to Microsoft. It will ask verifying questions then you can check what emails are set up as the accounts alias.

I have gone over this multiple times as well. I also just checked again and everything is correct and current on my end.

Thanks for the update once again! I would like to suggest reporting the problem in the Xbox
Insider Hub! Now, please note you do not need to register for the Insider Program in order to report a problem.

Using the Xbox
Insider Hub app allows us to investigate it further:

1. On your console, install the
   Xbox
   Insider Hub app (if you don’t already have it).
2. Hold down the
   Xbox
   button on the controller.
3. On the power menu, select
   Report a problem.
4. Describe the problem in detail, including when it happened, if you saw any specific error codes or messages, and if you were using any specific games, software,
   hardware, or accessories when you encountered the problem.
