Cannot remove or re-pair Xbox Elite controller. All online fixes attempted and failed.

Hello.

I have an Xbox Elite controller that used to work on my PC but no longer connects. If I try to remove it from the Bluetooth connections tab, I just get "Remove Failed". If I try adding it as a new device I get "Try connecting your device again". I have attempted all fixes suggested in these threads:

... However none have worked.

It doesn't appear in the Registry; It can't be removed through Services; it can't be removed through Device Manager.

Windows support doesn't allow for a live chat relating to this issue and I am not prepared to reinstall Windows for this issue.

It really shouldn't be this hard, should it?
