Cannot Receive Messages From Sender Xbox 360

My Xbox 360 console is rather old now. Maybe it's just the case of the system slowly deteriorating. It is the Xbox 360 Slim model.

My issue is that when it comes to receiving messages, my console doesn't. It actually requires some other player to send me a message so that ALL of the messages I never received, are now ALL pushed in at once. Thus revealing there time stamps of when there
were actually sent. Another cue is to delete older messages(or any messages) to push messages through(if you're expecting somebody to send you a messages in the 5-15 minutes after you've sent them one). I've gone through the hassle, several times, of going
through several trouble shooting solutions to solve the issues that have either worked for a brief period of time(hours, days, about a week) or had no effect what-so-ever.

Previous trouble shooting steps I've gone through(these are not listed in the order that I've gone through them):

1) Disconnect Xbox 360 from Wifi. 2) Unplug Router/Modem for several seconds/minutes(30s/3m). 3) Shut off Xbox 360 console. 4) Unplug console from power box.

5) Unplug power box from outlet(or subsequent) source. 6) Wait several more minutes(1m-5m). 7) Reverse Process(plug everything back in, turn console on, reconnect wifi)

I've also gone through similar steps that have gone through and had me sign out of the profile, clear system cache(which I've had very unfortunate occurrences with (losing saved games), so on and so fourth. But all that don't seem to work. So if anybody
has a solution to this problem, i'd very much like to know it.

I can receive a message from my xbox app and console but i cannot send a reply

 

It wont let me send messages

ive recently added my account from xbox 360 to xbox one. And ive descovered i cannot send messages from my account anymore. Which makes it difficult to socialize with my friends as i play games. It gives me an error message saying i cannot send messages
from my account and tells me to try adding my phone number, i did so and it still will not work. Please help.

 

Press the Guide button on your controller, go to Settings, and select System Settings.

Select Storage or Memory.

Highlight any storage device, and then press Y on your controller. (It doesn't matter which storage device you select; the cache will be cleared for all storage devices.)

Select Clear System Cache.

When prompted to confirm storage device maintenance, select Yes

 

If you had, at all, read what was displayed, you would have read that clearing the system cache in the hard drive(the only storage device besides the cloud) did not work in the past. And as such, has not worked now. And will not work in the future either.
