Cannot purchase Xbox original games on Xbox One

For the last three days I have been trying to purchase Psychonauts and Star Wars: KoTR through the store one the Xbox One console. I have both a paypal and pre-purchased credit card on file and linked to my Microsoft Account. Both are valid and both have
the funds in them to pay for at very least one of these games. Yet every time I go to make the purchase, I hit "see price" then "continue", then "confirm", it tells me "Sorry. Your purchase cannot be completed at this time. Please try again."

This occurs no matter how many times I try, when I try, nor which payment method I use. And yes, before you ask, I HAVE TRIED this on the Xbox 360 I own as well with the same results. I have seen multiple threads created complaining of exactly the same
problem, yet I see no useful feedback WHATSOEVER from you guys about HOW TO FIX THE PROBLEM. You always seem to default to the usual "check if your payment method is valid" or "Try on the xbox 360" advice. And then, when the user tells you that they have
tried these "fixes", you mysteriously go quiet. Seriously! People WANT to purchase this content, and yet you make them jump through hoops to be able to do so.

So, to reiterate my complaint/question: What should I do here to be able to purchase these games? And if there is an error in the system, can you PLEASE patch it asap?!?

P.S. Being forced to go through this on top of being forced to use a credit card or paypal account (two things I already hate doing) is a slap in the face to your loyal customers, like myself. And it is seriously making me reconsider
renewing my gold membership as well as continuing my support of your company and console.

Is Portal 2 BC or not?

i dont own the game so I cant verify. I think this is one of the games that was originally but was pulled for some reason.
Edit: It appears this is a feature. Some games at the publishers request cannot be purchased from the Xbox One. Reading the Support members post it seems like you need to purchase it from the website.

You can purchase games using currency on their respective consoles: You can use currency to buy Xbox 360 games ON the Xbox 360 just like you can buy Xbox One games ON the Xbox One, but you cannot purchase Xbox 360 games on an Xbox One using microsoft currency.
