Cannot purchase xbox one games through the store or webite.

Sorry to hear about the issue. Do you happen to get an error code when you attempt your purchase on both Xbox One console and the Microsoft Store web page? If so, can you please provide it to us so we can investigate further? Additionally, when you sign
into the Microsoft Store on your computer, please double check that you are signed into the correct Xbox Live account.

If you have a smartphone, are you able to make purchases via the Smart Glass app?

The One store and 360 store are set up differently. So even though you can purchase One content through it, there are still certain restrictions that can keep an account from purchasing 360 content through the One store. As stated above, if you're on a
child account you would have to make the purchase through a 360 console. That is due to child restrictions that cannot be adjusted through the One store.

With backwards compatibility, you cannot purchase Xbox 360 content through Xbox One. You must do it through Xbox 360 console or the website.

Unfortunately, I do not know about the stores. So many people are reporting issues with it.

I am also having this same issue buying Portal Still Alive. the exact message that comes up is like Eddie said: "Sorry, Your purchase cannot be completed at this time. Please try again." with no error code, and when I check my account information it shows
the purchase in the history, but says declined next to it. Also since there has been an update to the xbox one store to show the compatible games I tried to purchase it through those means but got the message that the game cannot be purchased using the xbox
one. I wonder if it is an error with the store somehow, but like I said there are no error codes given.

Since the only way to make purchases for this game is through the game itself, these purchases are not eligible, as we explained on your previous post and as you describe in the FAQ you reference, "This does not include purchases made within the game". Since
these transactions are made through that company, we cannot track these purchases, and therefore they are not eligible for the offer.

For example, the game Trove has purchases you can make from the Xbox store (https://www.microsoft.com/en-us/store/p/trove/c4m5bk5hmgjd), while Fallout Shelter has no add-ons available
for purchase (https://www.microsoft.com/en-us/store/p/fallout-shelter/9nblggh556n4).
