Cannot "promote" my account

Hi everyone,,, when I made this account , I didnt pay any attention to the birthday informations ( I am 19 now ) ,, it asked me to make another account for my parents or some things like that,, when I made the second account they asked me ,, I`ve put a password
which I forgot because I didnt focus on that,,,after that ,, I saw that on my basic account I cant add friends,, talk with them or any other things because my account is a Child`s one and if I want to join to the Adult account I cant remember the password,,
how can I promote this account to adult so I can add friends and talk with them? Sorry for my english , I am Romanian .

You will have to change your account from a child account to an adult account, you can find out about doing so by watching rhis video:

The account cannot be manually changed to an adult account. Once the birthdate on the account reaches 18 it will automatically promote to an adult account.

Cannot enter "My Account"

You both need to call support for your region. You have billing issues that need to be resolved, they can remove the card and advise you of the amount due if there is one, or remove the balance owing so you can redeem your PPC (prepaid code). Until the billing
issue is resolved you won't be able to redeem any PPC's.

Note it only works if your account's age is over the age of majority in your region (usually 18), regardless of how old you actually are. It goes by the date of birth you entered at sign-up.

I just wanted to mention that if you entered the wrong birthdate on your gamertag when you created it you cannot change it. It will have to wait and age normally.

actually it`s solved,, this is my other account , I`ve finally remember the password and I changed it ,, now I`m gonna change the other account to an adult one.. this is solved but thank you for taking your time to help me with it Have a nice day.

Try calling support for your region. Be sure to let them know the exact code you are getting. They may or may not be able to help you promote the account over the phone but at the very least they should be able to tell you what the code means and instruct
you on what to do from there.

Thanks for the rude and unhelpful answer. First, I cannot promote my account, as I am unable to access my Account Settings. Second, I cannot promote my account, as doing so requires a credit card, and I don't have one. Third, I should not need to promote
my account, as I have been able to download all content without restrictions ever since I changed the settings to permit mature and unrated content downloads in my account's family settings. Therefore, error code 8C230002 should not be appearing when I attempt
to download M-rated content.

Child accounts (age under 18) cannot download free content with ratings of M or RP, and account age cannot be changed. If you are at least 18 and need to convert to an adult account, you can "Promote" it. I'm not sure of the exact steps to actually promote
an account, but a quick search should give you detailed instructions.
