That offer was only for digital purchases from the then Microsoft Store website. We cannot track purchases made from physical locations.

Did you purchase the game on disc or a digital copy from the Microsoft store? If it was a disc, then you will have to pay for the game again, as Xbox Play Anywhere only works with digital games. If it was a digital copy from the Microsoft Store, then logging
in on Windows 10 with the same account that purchased will let you download it to your Windows 10 device.

Unfortunately no, disc based games are only for consoles with disc drives, there is no way to convert your physical games into digital licences. The Xbox One S All-Digital Edition plays games which you've purchased digitally from the Microsoft store on
the console, on Microsoft.com, or digital license codes purchased in-store.

You would need to own a physical copy of the game or purchase a digital copy from the store on the console.

If your going to purchase the Digital Version keep in mind you cannot use Credit from your Microsoft Account you can only use a Credit or Debit Card to complete the purchase.
