Cannot open Sea of Thieves game (Please read entire post before commenting)

I inconsistently get this error when attempting to open Sea of Thieves through the microsoft store/xbox game app:

Sea of Thieves is currently not available in your account. Make sure you are signed in to the Store and try again. Here’s the error code, in case you need it: 0x803F8001

This is a problem I had encountered approximately two months ago, I went through MANY different support agents through xbox, microsoft, and sea of thieves, nothing worked, not
signing in and out of my account, not reinstalling the game, not reinstalling microsoft store, not resetting it, using powershell, updating drivers, updating windows version, nothing worked until I finally reset and reinstalled my entire windows 10 system.
I managed to load up the game after that, however, jump ahead a little bit, I haven't played the game in a few weeks, and I am now having the same error. This error basically states that my account is not permitted to play the game because of a license issue,
I own the game, and have the receipt from of the pre-order from 2 years ago. Most of those 2 years I was able to play the game without any problem, I took a break from it for a couple of months, not having changed anything on my account or desktop other than
updating everything, and then suddenly the game will not load past the initial window but instead crashes (sometimes with that error code, most of the time without).

I have tried so many methods to fix this, nothing works, not even opening it on another device. I could really use some serious help, because this is ridiculous,
the game doesn't work at no fault of my own, the live support agents for the most part have been incredibly unhelpful (I have attached images of a small portion of my most recent interaction with xbox support, be mindful that this was my referral support gamer).
I really need a unique perspective on this, because I really don't want to give up trying to play a game I had so much fun with and spent 60 dollars on plus around 6 dollars in in-game purchases.
