Cannot Join Xbox Live Rewards

Hi, I recently noticed the sweepstakes that is taking place for Forza 7, and decided to join Xbox Live Rewards to take part. I clicked the link, and then was redirected, and ended up at this page: https://rewards.xbox.com/en-US/join-now/?xd=None.
I noticed that I wasn't logged in once the page loaded, so I clicked the "Sign In" option at the top, and it redirected to the same page without logging me in, I tried a few more times, no change. I clicked on the continue button on the bottom, while selecting
yes, and it then said I must be logged into Xbox Live to join. I tried three different browsers, cleared my cookies and browser cache, and two device. Still cannot join the Xbox live rewards program. I really do not know what I could be doing wrong I my end,
as I followed directions from this previous post that had a similar issue :Can't sign up for Xbox rewards. and it had not solved
it. I have US account, and I have been an Xbox live PC member since at least May of this year, and I remained logged in every other part of Microsoft's site, so I hope to know what the issue is.

The Xbox Live Rewards program is not available in your region, so you cannot join.

 

I can't join Xbox live rewards even though I have a gold membership

I have tried to join Xbox rewards but I get a message saying I cannot join Xbox live rewards strictly because I don't have an Xbox live membership! The thing is I do have a gold membership for the last 4 years!

Can anyone help?
