We understand that you are having an issue reinstalling the game Sea of Theives on PC and you are getting error code given is 0x80073cf9. Let’s us check on this together and sort this out. Rest assured, we will do anything in our capability to assist you with your concern and help you back to gaming.

As per your description, you cannot install it on any hard drives and tried restarting the computer, still it doesn't work. Let me provide you with a couple of suggestions that you can try and see if this resolves the issue you are experiencing.

Solution 1: My Game is Not Launching or is Crashing on PC – Forza Support (forzamotorsport.net) This link provides a multitude of troubleshooting steps you can attempt to try and resolve issues with installing or launching the game. I would scroll down and start with the reset of the Xbox App and Windows store.

Solution 2: Make sure you do not have other programs that might be blocking the game, like;

• Anit-virus
  
• Firewall
  
• PC Optimizers
  

Solution 3: If some Windows functions aren't working or Windows crashes, use the System File Checker to scan Windows and restore your files. Use the System File Checker tool to repair missing or corrupted system files (microsoft.com) This error could be due to corrupted OS files.

Solution 4: Play games offline on Windows 11 using Offline mode; this error could also be attributed to issues with the Microsoft store not recognizing your entitlement to the game. Would you please click on this link Play games offline on Windows 10 using Offline mode | Xbox Support. Then scroll down and click on the drop-down arrow and look at the steps for How to enable offline play on your device.

Solution 5:

1. Open the Xbox APP
   
2. Sign out of the App
   
3. Then click install on Forza 5
   
4. You will see that no installation progress will start
   
5. Sign back into the App and see if the installation starts
   
6. You might also see an install update, and I would click on that
   

Sometimes you need to fix the connection with your account and Xbox services.

Solution 6: Reinstall the Gaming Services app on your Windows 10/11 device:

1. Select the Search icon on the taskbar, type PowerShell, right-click on Windows PowerShell, and select Run as administrator.
   
2. In Windows PowerShell, type the following command and press Enter:
   
3. get-appxpackage Microsoft.GamingServices | remove-AppxPackage -allusers
   
4. In the same window, type the following command and press Enter:
   
5. start ms-windows-store://pdp/?productid=9MWPM2CQNLHN
   
6. Install the app on that page and select Yes when you receive the User Account Control (UAC) prompt.
   
7. Restart your device and try to install the game again.
   

Solution 7: Create a local user or administrator account in Windows . Sometimes you can have a situation with permissions or profile corruption. Please follow the steps in this link to see if that fixes the current issue you are having.

After an update, the microsoft gaming service was not foud, even when i installed it again (even unistalling it and reinstalling it via micorsoft store). Xbox app wouldn't even find the install location for apps. This happened after i restored the windows 11 instalation.

So you are wanting to play sea of theives on your pc. Have you made sure you are logged into your account that purchased the game on xbox on your windows 10 xbox app?. I do believe that game in question is on the play anywhere side of things https://support.xbox.com/en-US/games/game-titles/sea-of-thieves-faq So
I suggest logging into the account that purchased the game on pc and going to games on the xbox app on windows 10 that section should have the game there in the install section, considering what this is saying here.
