Cannot get Open NATs - Tried Everything - Help Please

Hey, this is going out to anyone that has any suggestions on how to get my NAT type to remain open. I'm running Rogers Internet. I know most will want the Modem type - I'm not at home right now so I can't tell exactly but I think it's the C3PN model and
heard it called "the Rocket" many times, if someone needs it I'll look it up when I get some and reply. What might also be important is I have a friend that lives 2 minutes from my home, running the same internet package with Rogers and the same type of modem
    - he has forwarded his ports and is able to get open NATs but I cannot. Here is what I have tried:

I have logged into my modem and forwarded all the TCP and UDP ports suggested by Microsoft.

I have reset my modem multiple times, each time I checked my system's IP address to ensure it hadn't changed so the port forwarding would still be assigned to the correct IP. Most times I get Moderate, sometimes strict, almost never open.

I have assigned a manual IP address to my console and forwarded ports to that IP. What's interesting here is this is where I had the most success. For a while they remained open, every now and then they bounced back to moderate or strict. Not only that but
this is the ONLY IP address that I've ever seen give me open NAT. I got the idea as in one isntance it was the automatic IP assigned to my Xbox One, but when I reset the modem because they bounced back to strict, it was assigned a different IP. I manually
changed it back to the working one (I made sure no other device in the home had that IP). It worked the majority of the time but has recently stopped working, also now when I try to manually assign the IP that worked (192.168.0.10) my system tells me it is
unable to find an IP and to go back to automatic.

I've ensured uPnP is enabled by logging into my modem as well.

I also read somewhere online that changing my start-up settings to "power-saving" instead of "instant-on" will help maintain an open NAT. The first time I done this it worked for a while but eventually they went back to moderate. It hasn't been effective
since, starting to believe it was just a fluke.

Rogers will not forward ports to an assigned IP for me because they're useless. I thought maybe if they done it it may be more effective, but they refuse.

Any help and any ideas are appreciated, this is my last effort before finally pulling the trigger on changing service providers.

    Thanks

    :)

First thing would be to reset your modem/router to factory defaults (you are using a combo device, correct?) Then set the IP address for the One to a reserved/static IP address and it should always use the same IP address when the One is powered on. If
it doesn't then there is something else going on. After that make sure that UPnP is enabled. You do have only one XBOX One, correct? If your Modem/Router is handling UPnP properly then you should be good to go. If that doesn't work then please provide
the following information. Many times the devices provided by the ISP's are very inexpensive and actually handle network traffic very poorly. I searched for the device you are using by the information provide and was unsuccessful finding it.

What Country/State/Province do you live in?

    Modem brand & model number:

    Router brand & model number:

How many Xbox 360 and Xbox One consoles are connected to this router?:

Wired or Wireless (for each console):

    Things you have tried:

    Is UPnP Enabled? Yes/No/Unknown:

Do you have a NAT error? If so, what is your NAT type?:

    Any Error Codes you encounter:

Who is your ISP? (Internet Service Provider):

I can't get my NAT open either. I've tried everything.

    Here is my information:

What Country/State/Province do you live in? Finland

Modem brand & model number: ZTE MF93D

Router brand & model number: -

How many Xbox 360 and Xbox One consoles are connected to this router?: 1 Xbox One and 1 Xbox 360, but one at the time. Other one is turned off.

Wired or Wireless (for each console): Wireless

Things you have tried: Port fowarding, UPnP and DMZ

Is UPnP Enabled? Yes/No/Unknown: Now it is.

Do you have a NAT error? If so, what is your NAT type?: Strict. It says my network is behind portsymmetric NAT.

Any Error Codes you encounter: Nope.

Couldn't edit my post for some reason. I've tried also resetting my modem to factory defaults and doing port fowards, UPnP and DMZ afterwards. I've tried also wired connection from my computer to router to Xbox One. Neither these didin't change anything,
still strict. And I only want Xbox One NAT open, Xbox 360 is not so important.
