    Hello

    i had the same problem. But i download Silverlight here are the Link:
    www.microsoft.com/.../page.aspx     then close your Browser and install. Open your Browser again then klick on the following Link :
    live.xbox.com/.../AvatarEditor then you will asked to activate Silverlight klick on it and you can create a Avatar and for the German Folks it will work also on the Germansite. Sorry for
    my bad english i hope this will work just as to me. The last think it works only on the homepage not in the Gameapp from Win. 8.1 but you can see your Avatar in the App

    Also have this problem. No error messages, Avatar Editor just tells me to go to the games app. Uninstalled the games app to try to edit avatar but it still told me to go to the games app. So annoying...

    The Games app in Windows 8.1 does not have an Avatar Editor - you have to go to
    live.xbox.com/.../AvatarEditor using a PC (or Mac) that has Silverlight enabled.

    Other options include any Xbox 360 version of SmartGlass (on Windows Phone, iOS, or Android) or the Xbox 360 console.

    Do a search for microsoft silverlight and download the plugin for web browser firefox or internet explorer. I used the firefox browser. Then sign in to xbox.com. Click change avatar and it will let you do it. It won't ask to open games app after silverlight
    is loaded. You will see the avatar menu open.

    I mentioned earlier that even with Silverlight installed, I still can't edit my avatar. I still get the "open the Games app to edit your avatar" screen.

    The Games app in Windows 8.1 does not have an Avatar Editor - you have to go to
    live.xbox.com/.../AvatarEditor using a PC (or Mac) that has Silverlight enabled.

    I just clicked on MisterJDoubleU's link and tried to download Microsoft Silverlight. I received an error message that read: cannot download file-XBox 360 doesn't support downloading files to local storage. I couldn't go any further after that. Every time
    I attempt to edit my avatar on my console, I get signed out and the avatar editor closes. Everyone else can edit their avatars on the same console except me. I've watered patiently...for months now!!!! Does anyone have a solution?

    For the people that are still having challenges: at what part of the instructions below are failing to work for you?

    This should be available via the web, if you have Silverlight installed:

    - Go to Xbox.com and sign in with the same account information you use when playing games

    - In the upper right of the page, click your Gamertag

    - On this page, you should be able to click "Edit My Avatar"

    Or, if you have opted to auto-sign in for xbox.com, you can use this link:
    live.xbox.com/.../Profile

    Other options would be using a Windows Phone, iOS, or Android device and installing the Xbox 360 edition of SmartGlass.
