Cannot download Xbox 360 profile on Xbox1X

As the subject says, I cant download my 360 profile on my one x. I have tried factory reset, clearing 360 cache, putting the xbox in the dmz and uninstalling 360 games - no joy. It always says cant connect to network and to test connections - which are always
fine, open nat with no issues.

Does anyone know a solution or workaround?

Try performing a hard reset EXACTLY like this. Hold the power button on the console for 8 seconds or until the power shuts down completely.
Unplug the power cord from the back of the console for 5 minutes.
Plug the power cord back in and restart the console.

Same deal, says to test connection and connection is fine. I went ahead and tested even though the current status showed open with all services available.

Edit: i have tried multiple games, with the same result

Yeah I have gamepass. I tried the avatar change to no avail. It was working 1 minute as I was downloading content onto the console the next thing it disconnects and has errored ever since. Its only now that I have noticed a similar problem occurring on
my xbox1x . Thats why i'm a little hesitant to re download the profile as that is what I tried on the 360 and now the profile has gone and it won't re download.
