No , but I did move my xbox to another country. But I think it will not resolve the problem since I have already downloaded bully scholar ship without changing region.

Actually that can cause the issue. With region locked content, your account region has to math your physical location. Not all content is region locked so you won't have issues with some games. So since you bought the game in another region and you are no
longer physically in that region, it's causing the download to stop.

No , It did not work. I changed my locale to other since I live in Ukraine and it wasn't included there. I'm mad , I just wanted my money.
