Cannot download game from store: error missing element

There’s really no other way to describe as such. I am trying to download Halo Wars 2, before it would say something along the lines of “error cannot install, missing element” so I tried uninstalling it. That happened to work, I tried installing again and now it’s in the process of downloading but it says “0% with 0b out of 4mb.” It’s a no brainer that the game is obviously bigger than 4mbs but for whatever reason it just won’t load, at all. And it’s JUST Halo Wars 2 so I don’t know what is going on. Sucks because I want to play a different rts than Company of Heroes.

And it’s not like my internet is ****, I have 900mbs download and 100mbs upload. So something’s amiss

no, it's preventing me from plying in any mode,

I have all the 9 DLC packs and still the game load up the same error - "you are missing one or more single player dlc packs. please download and install"

but then I can't get into the store and I get the second error message - "the store is currently unavailable"

I really don't know what else to do...

I have done the steps and still cannot download Wolfenstein 2. I have to download the game from the Xbox app, not from the Microsoft Store.

I have tried all steps suggested here and the steps suggested in the linked thread and none of it has worked.

I own this game on disc but cannot play just the campaign.
I'm still getting the missing DLC pack error message and the error message about the store being unavailable.
