Cannot download an account on my xbox and cannot create a new one

Hello, i've got a problem with the xbox live service, my xbox is correctly connected to the internet, and everything is working fine except i can't create a live account ( i've got a 8015402B error when i try ) , and i cannot download my old one ( i got
a 0 error when i try that ) . How can i fix this ?

Cannot Create A New Account On Xbox One

Hi.

I am trying to create a new account on my Xbox One but whenever i log-in one of my parents it says "Something Went Wrong". I've tried restarting the Xbox, Restarting the internet but it keeps happening can someone please help?
