Cannot connect Xbox to Internet (Mainland China)

So I recently moved apartments and got a new ISP, when I was at my old place Xbox live worked no problem, but since I've moved here it has been a little weird. At first it was working fine, and then all of a sudden it started kicking me off all the time,
or not connecting. Now for the last few weeks it hasn't been connecting at all. I've contacted my ISP and they say it should be ok (they aren't blocking anything on their end... according to them). I've reset my router, opened forwarding ports, UPnp all open
etc. and still nothing. Is anyone else on Mainland China having this problem? I've noticed that gmail has been down as well recently, but I don't know why they would block xbox live.... I always get 80151909 error code (sometimes with a letter at the end,
B or E)

Xbox one in mainland China options

I moved to mainland China from the US and brought my xbox one with me. What are my options?

I cannot connect to local Chinese servers here. Do you recommend I buy an xbox one for China mainland? I don't speak Chinese. If I buy from here, can I change language to English? Cheers!
