Cannot change the windows 10 saftey settings

Hello, i am trying to figure out why y Xbox one account will not allow me to have a personal gamer pic whenever I try to it says I have to be older and that I need an adult accountant so I went into the Windows 10 settings and turned every option to allow
but it never got submitted because of an unknown error is there any way to fix this please help

Can't change age testrictions to download anything!

Please change these settings on the console

settings --> System --> Account --> Online Saftey Settings

Can't accept friend request or add friend on children's account

Kids cannot change their settings (obviously). I cannot figure out how to do it for them. They are set up as children, but there is no way to change privacy settings (using Edge on Windows 10 anniversary update). Very annoying!

It is more of a message than error but it says "You cannot play on realms because of how your microsoft account is set up. Please ensure your online saftey settings allow multiplayer and clubs. See instructions for changing these settings as aka.ms/MCMultiplayerHelp."

Ok,

I've logged in and can alter the Windows 10 Online Safety settings on the alt account, but cannot alter settings on my primary.

When I highlight my main profile, the mouse icon changes to a "no entry" icon and I cannot switch to look at look at those settings.

Logging back in with my primary, I still can't alter the Windows 10 settings or switch to the other account.
