Additional information is needed, please tell me:

Is this happening on Xbox or PC?
If it’s on Xbox, what console do you have?
If it’s on PC, are you using windows 10 or 11?

In any case:
Is this happening only with this game or if you try a different game something similar happens?
And, what did you tried so far to fix this
In that way I can advise you different things or how to proceed

In the meantime please double check what’s your NAT type

PC:
Download and open the Xbox console companion app > settings > network

Xbox:
Go to settings > general > network config

Just party up and then 'the leader' hits Quick Match and you both/all enter a game lobby.

try this:

1) Via dashboard, Snap the "Party" app.

2) Select Start Your Own Party

3) By default you aren't technically in the party since there are no longer any party leaders.

4) To enable the chat once someone is in it select the option, "Turn on party chat"

5) You should now be able to hear each other.

6) By default, your party is set to private. To switch this hit the button that used to be the start button, then select "Set to joinable". Your party is now open. This is how you toggle party status.

I usually go to story mode then hit start to bring up online menu then click friends only or crew only online server. Then invite the party once I get in. Or could just go online but servers fill up quick with random's so I prefer private friends only
invites.
