Can you watch live tv with the xbox off?

I have Dish Network and have ran the HDMI cord through my xbox one. I haven't been able to figure out how to watch the live television without having the xbox one powered on. Is this even possible?

On your xbox one.

So to answer your question no it isnt possible to use the hdmi pass through to watch live tv without your xbox one power on
