Can you transfer DLC to another account?

I got my sisters old Xbox 360 in my room, She had forza 4 and some DLC and she said I could have the DLC and the games. I got my own Xbox LIVE account and I want to transfer her DLC to my account. Can I play the DLC on my xbox on my account without transferring?
Or do I need to transfer the DLC to my account to play it? If i have to transfer it, How?

Another question then. If i want to transfer my DLC to another xbox and Gamertag, can I? For instance, if I sell my copy of blops to someone, can I transfer the DLC to him as well somehow.

No. DLC is not transferable.

The xbox 360 in my room was hers, she just passed it on to me because she didn't use it anymore

What im saying is, its the same xbox, i just want the dlc on my account so i can play/use it

P.S: The dlc is from the disk 2 from launch day

Unless your sister transferred her licenses to another console, you may still be able to access it on your account, but not all DLC is shareable. So you would just have to statt the game and see if/why is available.

 

Since the dlc is from the 2nd disk, then there is nothing to transfer, as any dlc from disc does not have a license. Anyone can log in on the console and use it. If you can't access it, then delete the dlc and reinstall it from the disk.

 

I just noticed I had all the disk 2 stuff, But she still has the mugiaur car pack that i want for me because it has the 1963 beetle and i want to make herbie so i can complete my movie car collection

 

just realized the mugiaur was installed but it was corrupted so there was no beetle, will reinstall it tho!
