If I understand your issue correctly, you wanted to play Dragon City to your Windows PC with your Apple ID just like how you login from your iPhone, but the option to login with Apple ID is not available. If my understanding is correct, I am sorry to inform you that linking an Apple account to a Microsoft Account is not available yet as of the moment. You may consider logging in to the game with your Facebook account instead since that option is available both in iPhone and in Windows PC.

If you have further concerns or suggestions regarding the game, I highly recommend contacting the game developer. To contact the game Publisher, simply search the game from MS Store app on your PC, scroll down under Additional Information>Publisher Info there's an option to contact support.
