Can you ban someone then unban me

"So I was play with a friend named [mod removed] he had script I kinda stop playing with him after but the next day I got ban for no reason He said he used scripts to get me banned he said he did this for fun and he said he can find it to you house and all of that so can you permanently ban this person and unban me I will appreciate it if you do".

The enforcement team are the only ones who handle bans and they do not use the forums. You would have to check the enforcement site to see if you can submit a case review. https://support.xbox.com/en-US/help/family-online-safety/enforcement/how-to-submit-a-case-review

If you haven't already, you would need to report the other person via their profile or the messages they sent so the enforcement team can investigate them and take the appropriate action.

I reported them many time they are not banned.

They banned the account you will have to wait out the ban. When its unbanned then you can change it.

There is no way to remove a ban and never believe someone claiming they can get you unbanned for money.
