Can Xbox cloud gaming access the progress I made on PC?

game progress is made in the cloud, so it will be available on every console that connects the account, as for Xbox Live Gold, your child needs access to their account on the new console and set this account as home xbox to access all your games and subscriptions

I don't think you can access save files on Microsoft Store games. I believe all games are sandboxed so that users can't mess with the files. But for games that uses Xbox Live cloud saves, your progress will automatically sync across PCs.

Do you still have your second Xbox there where you made the latest progress? You need to access your game there and try to play so the current progress on that second Xbox will be synchronized on cloud to update your progress.
