Can the "The Person Who Owns This Game Needs To Sign In" Be a disable/enabled setting?

Can this be a disabled setting if there is multiple accounts

(Example: Bought "Jurassic World Evolution 2" on my account, but 1 DLC the "Dominion Biosyn Expansion", was bought on my brothers account, NOTE: I originally had an XBOX One and this issue did not persist until getting the XBOX Series X, now whenever I want to play JWE2, I have to log into my brothers account and switch back to mine to activate its ownership, another note, my family bought the DLC a few days after release and we JUST got back from Tenerife, so it was 20:00 local time, and it was a busy night, my brother had a friend over to practice for a school talent show and I was very tired so I just picked an account and bought it)
(I bought the rest of the DLCs (Up to The Feathered Species Pack) on my account!)

Hello Tommy, sorry to hear you're having trouble with the content.

Other than purchasing the DLC on your account the only other thing you could do to share it would be to set your brother's account as Home on your Series X console. Once done the content would then automatically share to your account without issue.

You sure can. Be sure that you are still signed in on the console. This ensures Gold Sharing.

The other person who would like to benefit from the Game Pass, simply needs to ‘switch’ over to their profile instead of signing out, you, the person who owns the Game Pass.

Enabling mods isn’t available for child accounts in the Xbox app, so as long as your child is signed in to their account, the Enable mods button is disabled.

Check who’s signed in to Windows:

Press the Search button on the desktop, type settings, and then select Settings > Accounts.

Verify that your child’s Microsoft account name is displayed on the Your info tab.

If a different name is displayed, sign them out, and then sign your child in.

Each account should have their own email address. It's not possible to have multiple accounts on 1 email.

In order to share games, you actually need the Home setting. They do not have to be in your family to share games.
