You can purchase the game you need now and take advantage of the summer sale deals, put on hold the game until you got the appropriate amount of data to download the game and download it at a later time. The purchase will be registered under your account
and you can download the game at any time.

Most merchants have to purchase the right to sale copyright items You cant sale a t-shirt with Mickey Mouse on it without the rights purchased from Disney. Im sure Gamestop has to do the same.

if the price changes a week or 1hour later you cannot return something that is already purchased and downloaded as digital downloads cannot be confirmed that it was deleted nor can they remove your PAST purchase from your download queue

Was possibly removed from marketplace due to low sales. If you have downloaded it before it will be in your purchase history and can be downloaded from there
