Can someone please tell me how to enable family timer on XBOX One S. It was easy on the 360 but seems impossible on the XNOX One S

From what I can see, it's not possible to set from the PC

Also reading through the information on the family timer leads me to believe it would reset as soon as you hit a new day or week and not the time you set it as the purpose to limit the time the console can be used daily or weekly.
