Can sign in online on 360 with disc but not Xbox One?

Do you only have this issue of signing in with Black Ops 2 or is it across all of your Xbox One? If it's just within Black Ops 2, try redownloading your profile on the Xbox 360 side of things by pressing both the manu and view button and selecting 'Download
Profile'.

The Xbox One has to be online to install Xbox 360 games, even if you have the disc for the Xbox 360 game in the Xbox One.

Backwards compatible 360 games aren't read off the disc.

Instead, if the Xbox One detects the security sector of the 360 disc properly, it'll download the game in a special emulator container from the Xbox Live Marketplace.

No actual game data is used from the disc, so as long as the security sector on the disc is intact and readable, the scratches on the disc don't matter. Even games that stopped working on the 360 can be played on the Xbox One again because of this.

So make sure that your console is properly connected online when you insert the 360 disc, so the console can download the game from the Marketplace.

For your account, all you need to do is sign in with the same account you used on the Xbox 360. Microsoft accounts can be used on Xbox 360, Xbox One and Windows. When you sign in on the Xbox One, all your achievements go with you. Not all Xbox 360 games
work with the Xbox One. The ones that do are on
this list. If you own any digital Xbox 360 games that are Backwards Compatible, they will show in 'Ready to Install list and can be downloaded again as many times as you like.

If you own an game on the BC list on disc, simply insert the game and follow the on screen instructions. All Xbox 360 games that work on the Xbox One have to downloaded from Xbox Live, they don't run off the discs directly.
