Can not sign up for rewards?

Hello! Posting this question now for the 3rd time, as my previous two posts had the same response (we're looking into the issue and will respond back when we know more). The first post was over a year ago, and the second post was 6 months old...I logged
in to check on the second one today to see if a response has been posted, and apparently the page can no longer be found (probably due to the new format of the forums).

My issue is that I've had a live account for about 9 years now, yet when I try to sign up to join xbox rewards, it tells me that I can't, and directs me here. The error I receive is below. This is also mentioned in one of the FAQ's and even that states that
the problem is being looked into. That post, however, is from 2014.

Any assistance is appreciated.

Unfortunately, you can't join Xbox Live Rewards right now. It's strictly because you need an Xbox Live account to join Xbox Live Rewards. Just follow these simple steps:

Step 1: Connect to your Xbox One or Xbox 360

Step 2: Join Xbox Live*

Step 3: Come back and sign up for Xbox Live Rewards

If you have already taken the steps listed, please try again soon.

*After you create an Xbox Live account, it can take up to 96 hours for you to be able to join Xbox Live Rewards. If it has been over 96 hours and you still see this message,
please contact Xbox Live Rewards support using one of the methods here.

Error while logging on to your xbox account on your computer.

When I sign up for Xbox, I get up there '' We can not sign up for you now. Please try again later. (0x409) 0x80070422'' Please help.

 

Can not sign in?

Now randomly Xbox is telling me to sign in again with my E-mail and password, so I do. Then it asks me if I would like to remember my password and I select yes. Now I press the next button, while its loading my account signs online but then it says there
is an error please try again later. So now I can not play online or talk to any of my mates. Does anybody have a remedy? Thank you

We are receiving an incomplete email address for your account. Can you confirm your email address by clicking on Xbox Settings>Contact Preferences through your profile on Xbox.com?
