Hello, try doing a hard restart of your xbox, turn it off > unplug it for 30 seconds > plug it back in and test it out. ALso make sure you have a stable internet connection, wired is always the better connection, see if that solves it as well to ensure you
dont have an issue with your consoles wireless capabilities.

In order to receive deposits in the form of your country's local currency, your Microsoft account must be transitioned to currency. As long as you have a billing address on file in your account,
you simply need to redeem an Xbox gift card, a Microsoft Points card, or a Microsoft Points code with your Microsoft account to begin your account transition.

Got the same problem since I updated to Windows 8.1 yesterday.
