Can not launch Forza Horizon 4

I cannot launch Forza Horizon 4 because I get a message saying that it is Not Ready Yet and needs to be at Readt to Strt status (0x80270300) message.

I tried to move the game from external to internal storage as I read some had this action correct the problem and launch the game.

However, when trying to move the game I get the messagem "Try Again in a while", "Sorry, looks like our service isn't working right. To check xbox live status, go to https://support.xbox.com." I do not subscribe to xbox live and do not understand how if
if this message has any relevance to my inability to launch the game.

I have done the usual power off restarts, unplug the console, etc. Network connectivity is good, other games and apps are fine. Netflix plays, etc.

I would rather not have to uninstall and lose all my levels.

What next?
