Can not Join rewards program

I am trying to join Xbox live rewards but i am getting the following error message. I currently have a live gold account so I don't know why I cant join.

Unfortunately, you can't join Xbox Live Rewards right now. It's strictly because you need an Xbox Live account to join Xbox Live Rewards. Just follow these simple steps:

Step 1: Connect to your Xbox One or Xbox 360

Step 2: Join Xbox Live*

Step 3: Come back and sign up for Xbox Live Rewards

If you have already taken the steps listed, please try again soon.

*After you create an Xbox Live account, it can take up to 96 hours for you to be able to join Xbox Live Rewards. If it has been over 96 hours and you still see this message,
please contact Xbox Live Rewards support using one of the methods here.

Rewards points problem

All Xbox Live Rewards offers are only for Xbox Live Rewards members. Since your purchase was made while not enrolled in the program, you would not be entitled to any Rewards Credits. Furthermore, we see that your Microsoft Account is set to the South African
region. Since South Africa is not a Rewards member, you can not join the program. You can confirm your region from your commerce account at (Sign in to your Microsoft account).

A Microsoft payment account is required to join the program. This is because we need a Microsoft payment account to deposit Rewards Credits into as currency. Since you have no payment accounts, we would not be able to perform a deposit for your account,
so the website is preventing you from registering. This is outlined in our FAQ at:

In order to receive deposits in the form of your country's local currency, your Microsoft account must be transitioned to currency. As long as you have an invoicing address on file in your account,
you simply need to redeem an Xbox gift card, a Microsoft Points card, or a Microsoft Points code with your Microsoft account to begin your account transition.
