Can not download profile

So I have been having issues with Xbox Live for a few weeks now. Not wanting to stay connected, not showing anything but what game happens to be in and my friends online. All the boxes that aren't normally green are all blank. I can message my friends,
but can not be in a game in with them. This also happens on my Xbox One as well. So I did all the troubleshooting guides on here. Clear system cache, cycle power, cycle modem and then I deleted my profile to re-download it. Here is where the new problem
comes in. As it is almost finished downloading I get a message saying that Xbox Live can not download profiles at this time, try again later with error code 80072741, but then right after this message comes up it signs me in and tells me I'm signed on and
how many friends are online. Then as soon as I hit A to close out that window I'm mysteriously logged of and anything it might have downloaded of my profile is gone. Now my main question is this, If Xbox Live profiles cant be downloaded at this time, why
did it even go through that whole entire process in the first place? Sum that up with an automated response telling me to do things that I have already done.

If you haven’t already, start by adding
security proofs like phone numbers, alternate email addresses, and security questions and answers to your
Microsoft account. This information is crucial to ensure that your account is well protected and meet the security standars that Microsoft now provides.

When this information has been added and updated, we can now start focus on the next step. Start clear your Xbox system cache. This will remove temporary files from the system cache.

1. Press the Guide button on your controller, go to Settings, and select System Settings.
   
2. Select Storage or Memory.
3. Highlight any storage device, and then press Y on your controller.
4. Select Clear System Cache.

Restart your console and try download your profile as follows:

1. Press the Xbox Guide button on your controller (large X button in the center of your controller).
   
2. Select Download Profile.
3. Enter the Microsoft account associated with your Xbox LIVE gamertag.
4. Enter your Microsoft account password.
