Can not download packs for gta V

I have all of the packs downloaded except the second content update pack and the capture pack, for some reason when I click them it says no content available for purchase at this time. They dont show up in the extras section of the game page for me either.
It wont let me play online because of this so help would be greately appreciated. Ive tried restarting my console, deleting the cache and deleting/redownloading the packs I already have but these two packs just refuse to work for some reason.

Freeze on save in Skyrim and can't even get past the loading screen in GTA V

If GTA V is indeed downloaded from the marketplace and not a disc, try this.

Delete GTA V and clear your cache 3 times.

Restart your console.

Download 16 GB of demos (this is how big GTA V will be in the end)

Once those have finished download all the GTA V files from your download history (GTA V, Installation Packs 1-4)

After you've done that, feel free to delete the demos.

This worked for me, hopefully it works for you too!

 

GTA V disc unreadable (IT'S GAMES ON DEMAND!)

the problem isnt the game, it's when i download the gta v packs with it. (the packs are basically the mandatory disc install with regular gta v)

 

Sorry not content update pack but the compatability pack #2 and the capture pack are what are giving me the trouble, for clarification.

Heh yeah yesterday you guys said you had the best and brightest working on this.. Now it says everything is working fine.. Still can't get my Grid Autosport addons (which was not addressed in yesterday's service alert.. obviously you guys are clueless as
to what your own marketplace is doing :< SMH)
