Can not access DLC for game

Last week I had a problem moving screenshots from my Xbox One to my OneDrive. After investigating online I found the 2 best options were to delete the profile or to reset the console. I actually did both. When I reset the console I chose the option
to retain the games and apps. This temporarily fixed that problem (which has since returned), but caused the license for my copy of Tom Clancy's The Division to be lost for some reason. I spent quite a while online with Xbox Support and was advised that they
could not find any evidence of the license having ever been on either of the profiles I have used on this console. I purchased this console from Amazon as a bundle that included The Division. When I received the console there was a card inside from Microsoft
with a code to activate the game (and the season pass which would include all the DLC). I did so and proceeded to play occasionally until last week. The last time I played (before Sunday) was 3/31/19. As a result of the conversation with Xbox Support last
week, I ended up purchasing a new physical copy of the game, but now I can not access the DLC that I am supposed to have access to. I can see the DLC when I open the manage option under the game.

Hey there MstrTarvos,

Sorry to hear you have run into this issue with the Digital Game and it's DLC. It sounds like you could be signing into a different account if it's not allowing you to access the games. Do you know if there was possibly any other account that was on the
console before you Soft Reset the console?

When you are trying to
Find your games and add-ons on Xbox One make sure that they are not just only installed but that you own them. If it won't give you access then this account does not have the license to play this game.

Take a look again and when you see the content try and open it in the Microsoft Store and see if it allows you to install it or if it asking to buy it. If you are still being told to buy the content then your best option is to
Contact Xbox Support for further assistance.

Are you experiencing a specific error message or code when you try to access the Batman: Arkham Knight DLC? Can you access ANY of the DLC that came with the Premium Edition of the game or is limited to specific DLC? If it's specific DLC, can you list the
name of the DLC so we can investigate further?

That's true, but DLCs and game saves are different.

You can access DLCs with a different account, but game saves are only accessible by the owner of the game save, meaning it will not work.

Because you can only play offline on the original purchasing console

So gamer tag A buys games on console A but the profile is downloaded on console b to gain access to dc

Console B can only access the dlc while gamer tag a Is signed into live at all times

Console a can access the dlc anytime offline or online

However you can do a license transfer to the console b but console a will lose access to dlc offline

And gamer tag a will still have to be signed in on the console a

It sounds to me like the there's an issue with the game/disc itself as opposed to the DLC. Are you able to try a friend's copy to see if it can access the DLC?
