Can I win for enforcement harassment?

The only thing you can do as game is to block and report the person who is harassing you and if the harassment persist through different accounts do the same thing.

In case you think that the harassment is persistent although you followed the Code of Conduct rules I suggest you to inform the law enforcement in your area.

IF you are being harassed on a game the best thing to do is report them so the enforcement team can investigate them.

So you are quitting games early and people are tagging you as unsporting. Sounds like the system is working as intended.

Play nice, win and lose gracefully, don't quit early and report via the console anyone you think is harassing or "bullying" you. Your rep is not an Enforcement action, it is how the others you play with see you and only by being a better player while online

You can only report a person. Enforcement team will review this and if needed ban the player. If you're getting harassed you can block the user.
