Yes, you can use your points to purchase things in game. I use mine for V-bucks quite often! Make sure you have enough to cover taxes though, if not a secondary payment option is required to fulfill the remaining amount.

Then yes, you should be able to use that currency for any in-game purchase, assuming you have enough for the purchase any any taxes that may apply.

Bing can follow you around. No need to make two accounts. MS Points codes purchased with Bing Rewards points are not tied to the account that purchases the MS Points. I've given friends some of my 400 points codes. No issues.
