Can I transfer some of my digital library to another Xbox account?

Apologies if this has already been asked. I tried searching but I couldn't find a scenario that matched mine.

Is it possible to transfer ownership of some of my Xbox digital purchases to another Xbox account? I have an Xbox One and I'm giving it to my nephews to make way for a new Series X. I would like them to have some games already without having to purchase a bunch of titles that I already own digitally. The reason I want to transfer some titles and not the entire library is I want them to have child appropriate content. Much of my library is not appropriate for children. I also want them to have their own XBL account so that their parents can manage what they play and who they play online.

No, digital purchases from one microsoft account can not be transfered to another account. You can use the content from the one account if they are using the home console of said account, or the account is logged in at the time to validate content license.
But you can not transfer the license off the account.
