Can I transfer my Xbox Live time to a new account on the same system?

My Xbox Live is really messed up and has been for a while. While playing multiple games I'll just get booted from Live and have to restart my Xbox or wait a bit and reset the game. I've been suspended from a couple games for quitting and theirs nothing I
could do about it. I recently heard that deleting my profile and making another account could fix this for some reason seems kind of valid, plus I haven't changed my gamertag since the summer of 6th grade and I'm 17 now so that would be a good opportunity.
However I'm not canceling the rest of the time I have on live, I don't waste much of anything. So I'm wondering if theirs a way to transfer the time I have left if I'm using the same stuff. Thanks

Importing RB1 songs to RB2 on a new xbox

Good to know a direct file transfer worked - I don't have a cable to do that but should be able to get one if necessary

I'm more interested in the license transfer (I called it voucher code) and if that works a second time - on the same xbox live account

I know if I buy a song I can re download it to the same xbox live id, so I'm wondering if that also applies in the case of the RB1 -> RB2 license transfer

So I am trying to understand how this license transfer thing works. I intend on getting a new account and leaving my old one for my brother. We both purchased content on the same xbox with the same account. If I get a new console with a new account is there
anyway I can transfer dlc that I bought to my new xbox while leaving dlc that he bought on the old xbox?
