Can I transfer my games from one account to another

I want to transfer my games from my old gmail account to my new gmail account and was wondering if it was possible.

No, digital purchases from one microsoft account can not be transfered to another account. You can use the content from the one account if they are using the home console of said account, or the account is logged in at the time to validate content license.
But you can not transfer the license off the account.

Sorry, it's not possible to transfer any progress/game saves or content from one account to another. You can also not transfer any sort of avatar custom items from one account to another.

You can transfer licences from one Xbox to another, using the same account, but there's no way to transfer licences from one account to another.
