Yes, you can still make an online account on the 360 or on the web and download it to the 360.

Xbox Live Gold is still supported. It is tied to your MS account subscriptions. So no matter where you are logging in to with that same account, you will get the Live Gold benefits. Just make sure you log into your 360 with the account that has the subscription.

You can check your subscriptions by logging into the accounts page (https://account.microsoft.com/) and clicking Subscriptions.

Seeing as the Original Xbox One is still supported with Xbox Live after they have stopped production of the model. Same with Xbox 360.

Although many developers have stopped making games for 360 it is still supported by Xbox. As many gamers can not afford the newer consoles.
